OgdenRoemerWilkerson was awarded the task to provide a facility analysis and needs assessment for the Medford School District’s 18 campuses. A thorough forensic and functional study was conducted at each of the campuses. New and emerging requirements, spatial deficiencies, necessary repairs, and maintenance issues were then inventoried and classified by their need and severity. Categories included items that needed immediate attention, were subject to ongoing maintenance, or those that could be deferred for 5, 10, or as much as 20 years. Estimated construction costs and figures for future escalation were assigned to each line item and compiled into an overall report on the state of the district’s physical plant.

ORW worked closely with a steering committee of approximately 30 members comprising both district staff and key stakeholders. This committee worked to prioritize the work recommended within the report and to establish a realistic bond amount for presentation to the voters. The philosophy of the District and the steering committee maintained that the most critical items would be addressed at each campus, with special attention being paid to the elementary schools in order to provide equal facilities across the district. ORW and the committee held dozens of meetings at campuses throughout the district, both to educate the citizens and obtain information for integration into the study.

In addition to the facilities study, ORW prepared conceptual designs for new and renovated high schools which were to be the centerpieces of the proposed bond projects. The resulting images were instrumental in the passage of the $180 million bond package.
